Who Can Actually Stop the Workflow?

The Compliance Black Hole appears when everyone agrees AI governance matters and nobody can say, in plain language, who is supposed to stop a bad idea before it becomes a strategic dependency.

The rules exist. The concern exists. The danger exists. What is missing is the connective tissue between the danger and someone with the power and knowledge to act on it. A review is not a stop. If the workflow continues operating while the review is ongoing, the review is advisory, not governance.

The counter-move is to name the person who can stop the workflow — not merely the committee that reviews it — before the crisis makes the ambiguity expensive.
