The agent wants root. The engineer wants the demo to work. The manager wants to know whether this can be unblocked today. Dr. No wants a reason, a ticket, a narrow scope, and a way to undo what happens next. Somehow only the last person is described as the blocker.
Symptom
Requests come back with questions instead of approvals: what will it touch, what will it cost, how do we undo it. The answers exist; they just have to be written down first.
Why It Matters
Dr. No is the friction that makes blast radius a design input. Remove the No and the Yes arrives automatically, which is exactly what the agent was going to do anyway.
